The year 2023 is the year of the new syllabus for ACS students. The new syllabus registration starts in June, February and August for the CSEET, executive and professional level program. ICSI conducted the election as per the company secretary act from 9th to 10th December 2022. After counting the votes, the constituencies are filled with candidates. The election was held on the 9th and 10th of December, 2022. The election filled the positions in the east, west, south and north. New members of the ICSI regional council:
CS Kejriwal Sandip Kumar and CS De Rupanjana head the eastern region constituency. The northern region consists of CS Gupta Manish and CS Chawla Niraj preet singh. CS pandy suresh, CS Shukla Dhananjay. The southern constituency consists of CS CS Mohan Kumar A Ravamudhan, CS Dwarakanath Chennur, and CS Venkata Ramana R. Western council consist of CS Chandak Pawan Ghanshyamdas, CS Karodia Ashish, CS Balasubramaniam Narasimhan, CS Tarpara Rajesh Chhaganbhai and CS Soni Praveen. The blog engages the readers with the functions and objectives of the ICSI regional council. CS Manish Gupta was re-elected as the president. The tenure of his presidency is from 2023 to 2026. CS Devendra V. Deshpande is a fellow member of ICSI. He is a postgraduate in commerce and was the president of ICSI for the year 2021. He has specialised knowledge in foreign exchange laws, corporate laws, an audit under company law, secretarial audits and corporate restructuring. He has 15 years of experience.
Functions of ICSI:
• ICSI invites students and takes registration for CSEET, executive and professional levels.
• In June and December, the institute conducts the examination.
• Engage the students with learning materials and coaching through online and offline modes.
• ICSI provides live classes, video-based learning and web-based training to the students.
• Arrange training for completed students in association with companies. The contacts of practising company secretaries and job-going company secretaries contribute to the seminars and webinars of ICSI.
• Declare the associate or fellow members.
• Issues certificate of practice to the professionals.
• Conduct online courses for the most qualified professionals.
• Publish the monthly journal for the students and professionals.
• Update the students about the news and laws through study materials and course bulletin.
• Conduct research in subjects relevant to law such as management, finance, and law and capital market. After doing ample research, publish the guidance notes.
• Update the guidelines about the ethics and code of conduct for company secretaries. Ethics for professionals in employment and practice are necessary to understand the standards. Edition number five is the latest one to follow professional ethics.
• Impart legal education to universities offering an academic course of the institute.
Objectives of the ICSI regional council:
• The regional council appoint the employees and officers for the operations.
• Decide the terms of service and monetary benefits of the employees.
• The secretary of the council should attend the meeting. He has no right to vote.
• The president is the mediator, and speaker and handles the complex assignments. He has sound knowledge of securities law, corporate law and taxation law.
• The president and vice president get around fifty lakhs per annum as salary.
• There are three types of committees in the council namely non-standing committees, standing committees and the board.
• After the consent of the president, the secretary will circulate the resolutions.
• The standing and non-standing committee members participate in the decision of the board. They talk in their respective areas during meetings.
President of the Regional council:
CS Manish Gupta is elected as the new president. He is a master’s in commerce and a graduate in law. He has eighteen years of experience in practising the company secretary profession. He is elected as the vice president for 2022. He is also elected as the president of the central council from 2023 to 2026. He worked as the chairman of the PCS committee in 2019 and 2021. CS Manish Gupta worked with the northern regional council for two consecutive terms. He worked from 2011 to 2014 and from 2015 to 2018.
Vice President of Regional council:
CS B. Narasimhan is elected as the vice president for the year 2023. He is a postgraduate in economics. He has four decades of experience. In the 2019 to 2022 term, he worked as a central council member. He worked for the secretarial standards committee, and financial services committee and member of the disciplinary committee as chairman. He has worked with the registrar association of India, BSE, NSE, NSDL and CDSL.
ICSI praises union budget 2023:
ICSI approved the quality-focused 2023 budget. In a press release, the institute said that the budget is inclusive of seven vital areas. The seven aspects are development infrastructure, investment, potential, youth power, green growth, and the financial sector. The important points mentioned by ICSI president CS Manish Gupta are as follows:
• The 2023 budget reduces compliance for an economically sound nation.
• The budget enhances the protection of an investor.
• The indirect tax support exports, domestic manufacturing, quality of domestic production, enhance green energy, mobility, simplified tax regime and income tax rebate. These potential changes support the MSMEs, start-ups, large corporates and the salaried middle class.
• The following announcement of the government shows the growth aspect: the national financial information registry, central data processing unit and target of maintaining the fiscal deficit below 4.5 per cent by 2025 to 26 show the growth aspects.
• The president said that ICSI intends to support the initiatives of the government.
